    New article - How to bring about a fair energy transition? The narrative and the role of building renovationLast Thursday, the European Alliance to Save Energy (EU-ASE) held a second edition of the #EUEnergyEfficiencyDay conference. Our Institute for European Energy and Climate Policy Foundation (IEECP) colleague Mary C. attended the session ‘Energy Efficiency: Empowering Citizens and Repowering the EU’, where speakers discussed what needs to be done to support consumers in making energy-saving decisions.Millions of Europeans currently suffer from energy poverty and with 70% of buildings in the EU not fit for the 21st century, home renovation is a pressing issue both for people’s purses and the planet. Speakers agreed that a people-first approach was crucial in helping to alleviate energy poverty and modernise the building stock in Europe.But how do we get citizens on board with the energy transition?🗣 First, we must take charge of thenarrativesurrounding energy efficiency. People should be able to get accurate and reliable information from trustworthy sources.😰 While we need everyone to renovate their homes, special attention should be paid to vulnerable people. Strategies should be in place to target those in most need and help them reduce their costs.ℹ The watchword of the session was integration. Consumers often struggle to see what the best option for them is, on energy efficiency measures, funding and more, making it difficult for people to find the information they require. This is exactly the reason-to-be of our recently started EU-funded project: LIFE HORIS.To solve this, we need an integrated vision for home renovation that offers consumers advice and innovative financial solutions for energy efficiency measures. HORIS will do that, by developing a digital OSS to simplify the home renovation process for consumers and help them identify the best choices to increase energy savings and heat their homes efficiently.Last week also marked the end of the Energy Performance of Buildings Directive trilogue, in which means to target the poorest households who cannot afford to renovate and most exposed to energy poverty could be included. Instead of mandatory renovations, legislators seemed to agree that the buildings directive will set out benchmark averages for each EU country, empowered to set out their renovation trajectories.     The use of home heating oil for space and water heating is one of the major drivers of energy poverty in the Atlantic provinces. While our analysis has shown that users of heating oil and propane would see substantial benefits by switching to heat pumps, the higher up-front costs of that technology present an ongoing barrier to adoption, despite lower costs over the life of the unit (see our Case for Building Electrification in Canada, linked below).The Prime Minister’s announcement of an additional rebate to encourage the switch to heat pumps in Atlantic Canada is a targeted way to unlock this technology for the people who will benefit most.     Perhaps the biggest wildcard in Mr. Sabia’s plan to generate more power is what Quebec is able to do with the power it already has. The CEO wants to cut consumption, with a target of doubling energy savings to free up between 1,600 and 1,800 Megawatts of additional power by 2035.Energy experts have been calling for action along these lines for years. But changing customer behaviour also means debunking a commonly held view among Quebeckers that they have a God-given right to cheap power – a belief reinforced by a government edict that reserves a volume of electricity called the “heritage block” at attractive rates for residents. The predictable result is that Quebec is one of the most energy-hungry places on the planet.Pierre-Olivier Pineau, an energy specialist at Montreal’s HEC business school, applauds Mr. Sabia for focusing on efficiency. He says it makes no sense to build any new significant power capacity without first optimizing what we already have.

The grant funding—made possible by the President’s Bipartisan Infrastructure Law—empowers communities to lead in developing locally-tailored clean energy projects best suited for their unique needs, helping to cut energy costs, enhance climate resiliency, and support local economic development. Today’s announcement underscores the Biden-Harris Administration’s deep commitment to building an inclusive and equitable clean energy future that creates safer, more resilient communities, enhances Tribal energy sovereignty, and supports new good-paying jobs.“President Biden’s Investing in America agenda is delivering progress and prosperity to families in every pocket of the nation,” saidU.S. Secretary of Energy Jennifer M. Granholm.“Through these transformative investments, rural and remote communities from coast to coast are able to map a clean energy future that revitalises local economies and cuts the #pollution that is fueling the #climatecrisis and driving environmental injustice.”The selected grant-funded projects announced today support projects with federal funding of $500,000 to $5 million and are part of the larger $1 billionEnergy Improvements in Rural or Remote Areas(#ERA) program, managed by the DOEOffice of Clean Energy Demonstrations(#OCED). The ERA program aims to address the distinct energy challenges faced by rural communities by increasing energy affordability and promoting climate resilience in areas with fewer than 10,000 people. Rural and remote communities face a unique set of energy challenges due to their smaller populations and isolation from larger electrical systems, including higher electric bills, unreliable energy supplies, and/or no access to electricity at all. At the same time, rural #America has great unused potential for clean energy generation.To remove barriers that prevent many rural and remote communities from accessing federal funding, DOE simplified the application process for this grant funding opportunity, did not require cost share, offered technical assistance, and reduced the financial reporting requirements to deliver for rural America.

    I wonder why where we have 12 hours sunshine and Marsabit County and other FCDC counties are endowed with largest wind power in Africa and yet it has power deficit. This is paradox.The idea of lighting up all towns, villages in the drylands is possible with political and good planning. Therefore the idea of powering the entire Africa continent is achievable within our life time. We need just serious leadership and host development planning who care about this country and its people. Imagine if we collectively decided to put the energy on the front burner of the drylands of Kenya development agenda. This is revolutionary!! We have abudant solar power and wind power source that is wasted like rain water runoff as we watch every day. That is why our country are the darkest part of Kenya at the night if you look at it from Satelite photo. Making green energy development and lighting all our villages the central theme of our development agenda is not difficult, complicated or contradiction strategy to Kenya’s 2050 vision. The energy will help us tackle climate Change challenge. Energy and peace is the two most important lifeblood of our society to develop, grow, take off and transform the drylands of Kenya. The new idea of developing the ASAL Economic Development Master Plan (EDMP) by the state department of ASAL should consider putting the energy is at one of the top priorities for driving the developing the ASAL of Kenya.Africa Development Bank idea of “Lighting up and Powering Africa” is revolutionary. This idea will greatly contribute to improvement of the quality of life and livelihoods of the drylands communties. Generally, there is a consensus that the availability of quality energy serves as a barometer for measuring living conditions in a given place. Available data indicates that more than 640 million people in the continent of Africa- more than half of the entire continent’s population, do not have access to electricity. It is not acceptable and must change This unfortunate situation persists despite the fact that we are endowed with inexhaustible raw energy potential (solar and wind power). imagine if we replace all iron sheets roofs in ASAL region of Kenya and replaced it with solar panel sheets. There is no doubt every households with roof on their head with have enough electricity and surplus to sale to national main grid -KENGEN will buy at cheap cost and sale to other areas. The drylands of Kenya will certainly will become power house and drive the economy of this country without doubt. At least, under the NEDI programs our ten counties should come together and utilize its synergy and create economy of scale for investing in one big green energy development idea. The communities and counties will earn big income for long term. Just a thought.
